ETS Security Overview – Colombia

Colombia, a country known for its rich cultural heritage, biodiversity, and economic development, has made significant strides in improving security over the past two decades. However, it still faces ongoing challenges from organized crime, drug trafficking, guerrilla activity, and social unrest. These issues are more prevalent in rural areas and certain urban neighborhoods, but travelers should exercise caution throughout the country, especially in high-risk regions.

Colombia’s long history of internal conflict with guerrilla groups like the Revolutionary Armed Forces of Colombia (FARC) and the National Liberation Army (ELN) continues to pose a threat, though the FARC officially signed a peace agreement in 2016. Dissident factions of the FARC remain active in certain rural areas, particularly in regions where coca production and drug trafficking are prevalent. The ELN also continues to operate, primarily in remote areas.

Cali, Colombia’s third-largest city, is known for its vibrant culture, particularly its reputation as the world’s salsa capital. However, the city also faces significant security challenges. Despite progress in reducing crime in recent years, Cali continues to grapple with issues related to violent crime, organized crime, and drug trafficking. Visitors and expatriates should remain cautious, particularly in certain areas of the city.

The city has one of the highest crime rates among major cities in Colombia. Violent crimes such as armed robbery, homicide, and gang-related violence are more common here than in cities like Bogotá and Medellín. Petty crime, including pickpocketing and scams, also occurs frequently, particularly in crowded areas, tourist hotspots, and public transportation systems. There are high levels of violent crime, driven in part by gang activity and drug trafficking. Homicides, while on the decline compared to previous years, remain a concern, particularly in certain neighborhoods. Armed robberies are also a risk, especially in the evening and in isolated areas. Foreign nationals are sometimes targeted due to their perceived wealth.

Cali has historically been a major center for drug trafficking, particularly during the era of the notorious Cali Cartel. While the cartel has been dismantled, drug-related crime persists, driven by smaller criminal organizations involved in cocaine production and trafficking. These groups contribute to much of the violent crime in the city, particularly in poorer neighborhoods. Gang violence is a significant issue in parts of Cali, with rival gangs often fighting for control of territory and drug trade routes. While much of this violence is confined to specific areas, it can sometimes spill over into more central parts of the city, posing risks to bystanders. Travelers are advised to avoid high-risk neighborhoods and use caution when exploring unfamiliar areas.
